How the Ministry of Finance’s Policies Influence MSME Access to Financing

Fiscal policies formulated by Indonesia’s Ministry of Finance (Kemenkeu) have a ripple effect on the financial system’s liquidity, lenders’ risk preferences, and the flow of capital toward the micro, small, and medium enterprise (MSME) sector. The closer coordination between fiscal and monetary policy in 2025 is designed to maintain macroeconomic stability while promoting inclusive, pro-growth policies.

Technically, decisions made by Kemenkeu regarding the use of the state budget (APBN)—such as funding subsidy programs, placing government deposits in banks, or launching fiscal stimulus packages—directly influence banking liquidity. When liquidity increases and systemic risks are well managed, banks are more likely to expand credit to productive sectors, including MSMEs. In addition, fiscal incentives like tax reliefs or interest subsidies can reduce borrowing costs for MSMEs, encouraging healthy credit demand.

However, the impact of fiscal policy on financing access is not automatic.
First, banks assess creditworthiness based on financial records and repayment history; MSMEs without proper documentation often fall outside the eligibility criteria.
Second, temporary fiscal policies need to be supported by structural reforms—such as improving financial literacy and digitizing credit processes—to ensure sustainable access to financing. Therefore, Kemenkeu’s role is not only to distribute stimulus but also to guide capacity-building programs and strengthen credit data infrastructure.

For MSME owners, the implications are practical: prepare simple but clear financial documents, separate business and personal accounts, and make use of credit verification and scoring services offered by credit bureaus or SME platforms.
By doing so, MSMEs can move beyond being short-term beneficiaries of government programs and become credible, continuously bankable entities in the eyes of lenders.
